I don't know which bill this is, but I am guessing you mean Article 16, which describes freedom of press.

In South Africa, as any democratic country, democracy (the power is in people's hands) is dependent on the people having right  information - and this is the role of the media.

For this the media needs the power of freedom of speech, and this is what Article 16 provides, both for electronic and for print media.
