Force of friction, f_k=mg\ sin\theta...........(1)

Normal force, N=mg\ cos\theta............(2)    

From equation (1) and (2) :

\mu_kmg\ cos\theta=mg\ sin\theta

\mu_k=tan\theta

\mu_k=tan(8)                                      

\mu_k=0.14

So, the coefficient of kinetic friction between the surface of the hill and the toboggan is 0.14. Hence, this is the required solution.
