So my decision is to repair it but choose to repair only the most urgent parts, to still stay within the budget.

This will ensure the safety of the town and guarantee that the mine continues to be used, to generate economic benefits. Then, if the gold mine continues to be used even if it is not productive as it was, it must be repaired.
