v-14 the speed of the westbound train
v*4+(v-14)*4=800
==>8v=800+56
==>v=107 (mi/h)

V = \frac{1}{20} \cdot \frac{400}{5} = \frac{20}{5} = 4

Therefore, the Volume of a gas is, 4 liters
