4.28 is a decimal and not a mixed number. To write it as a mixed number you keep the 4 and put 28 over 100 then simplify.

4.28= 4 28/100 (simplify)
4 28/100= 4 14/50= 4 7/25

4.28 as a mixed number would be 4 7/25

y2 - y1 = 17/4 - 1/4 = 16/4  =  4 squared = 16


16 + 9  = 25
