Explanation: Federal laws and policies for tobacco use will regulate the business around it. To make people use less tobacco products, or not use them.
The main purpose could probably be towards public health, because the investment that government has to make to treat tobacco related diseases is high.
As a POC, I personally see it as standing their ground. Feelings that they’re probably experiencing is anger, injustice, possible even scared or nervous.
