Solve for y
-7y = -2x + 8
y = (2/7)x - 8/7

A parallel line has the same slope as the given line. The slope of the given line is (2/7)
 
y = (2/7) x + b Now we have to find b using (-1,-1). When x = - 1 so does y
-1 = ( 2/7)*(-1) + b
-1 + 2/7 = b
b = - 5/7

The line is 
y = (2/7)x - 5/7
