In terms of geology, his layer would be "crust" - the outermost surface layer of Earth.

The crust is differenciated from the next layer, "mantle" by its chemical composition.

Within the crust, we can be more specific by saying "pedosphere" - it's the part of the crust with soil, where vegetation can actually grow.
