Completing the run in less time requires the runner to expend more of their stored potential energy. So, when the runner decides to increase their velocity, they will increase their kinetic energy. They will also decrease the amount of time it takes them to complete the run, and therefore increase their power output.

The ions creates temporary bonds to the partial charge present in the water molecules which will not allow for the ions to form a compound.
