First we need to convert mixed fraction to improper fraction.

And length is twice of width, so length is

The formula of perimeter is two times the sum of length and width.

Perimeter = 2(\frac{20}{3} + \frac{40}{3} ) = 2( \frac{60}{3}) = 2*20 = 40 inches
