If Ian does not want to rely on previous knowledge , then we assume p=0.5 because the largest standard error is at p=0.5.

Now, the required sample size = n=0.5(1-0.5)(\frac{2.576}{0.01})^2

n=0.25(257.6)^2=0.25(66357.76)=16589.44\approx16590

Required sample size = 16590
