I believe that item is: Defibrillator
The recommendations that made by ANSI are the items that could be used even in small working sites.
Defribrilators requires a pretty huge amount of electrical supply which make them unable to be brought to small working sites.

in my opinion, it is just a mere ethical issue. the reason i think so, is because by definition ethics are beliefs and morals regarding ones behavior. Since the nurse was rude to the patient, she/he did not display any ethics. i dont think this is a legal issue because magazines are not something that the patient requires to live.
