We cannot solve problems if we don't know what they are, where are they comming from, what are the causes and effects. After that process we can begin to plan and develop policies to solve problems, which can involve policy changes.

While people with Bulimia might binge eat and later purge out the food, or excessive excessive to try to not gain any weight.
