We cannot solve problems if we don't know what they are, where are they comming from, what are the causes and effects. After that process we can begin to plan and develop policies to solve problems, which can involve policy changes.

After hard operation, patients felt quite good although the expectations weren't that good. But after several experiments, doctors discovered side effects and got back  to study this process.
