Originally Mao Zedong position about China's population growth was optimistic as he mentioned that "Even if China's population multiplies many times, she is fully capable of finding a solution; the solution is production.", The slogan “Late, Long, and Few” represented a change in his position as this was part of a campaign to reduce the number of births in China. This campaign proved to be effective because from 1970 to 1976 the births per women in China were reduced from six to three.

I personally don't but things were different back then I guess. They did put in place policies so that white settlers wouldn't be able to go on to native american lands but after Andrew Jackson got elected (7th president) the natives basically lost everything when he forced them out of there lands and made them walk 1000 miles. (Trail of tears)
