At equilibrium, the molecules are still moving, but the rate of the forward reaction and the backwards reaction are equal. The molecules are still combining/breaking apart depending on the reactions, but at a rate where the concentrations of both products and reactants remain the same.

It's so it can adapt to the water. Water for us needs to be hot enough for us to actually feel the heat so therefore animals can adapt not only faster to heat but to cool air/water a lot faster than we can. I don't know if this helps or makes sense but it's what I know and have seen :P
