Answer: 36 (maybe)

Step-by-step explanation:

For each sized cup, there is an option of 4 flavours. Which also have the option of 3 toppings

Example:

- Small - 1 - 3 toppings

              2 - 3

              3 - 3

              4 - 3

So 1 x 4 x 3 = 12

Since there is 3 cup sizes, multiply that by 3 = 36
