There is a kind-of negative trend in the graph, but for me personally, I think the outliers kind of cancel the pattern out since there's way to much other points around it. It can't be constant since constant means that the points have to be in one place, and obviously its not really the case here. Therefore,  you're left with a no-trend graph!
