( \frac{16}{2} )^{ \frac{1}{2} }  = 2 {}^{x}
And if we know

16 \div 2 = 8
So that means

{8}^{ \frac{1}{2} }  =  {2}^{x}
We also know that
2 \times 2 \times 2 = 8
Which is equivalent to
{2}^{3}  = 8
So if we rewrite the equation with this...
2 {}^{3 \times  \frac{1}{2} }  =  {2}^{x}
So that means

3 \times  \frac{1}{2}  = x
x =  \frac{3}{2}
And we get to the end result that

( \frac{16}{2} ) {}^{ \frac{1}{2} }  = 2 {}^{ \frac{3}{2} }
