The negative sign of the exponent signifies that the number is a denominator with 1 as the numerator.

The number is in negative form, it becomes a positive number because it is squared. negative number times negative number equals positive number.

x⁻² where x = -3 ⇒⇒   -3⁻² = 1/-3² = 1/9
