Let the number be x
There are actually 3 different statements - 

1. two-thirds of a number decreased by 5 is 56
2*x/3 - 4 =56
2*x/3=60
x=90

2. 38 added to 5/9 of number gives 128
i.e 5*x/9 + 38 = 128
5*x/9 = 90
x = 162

3. sum of 2.3 and 3/5 of number gives 14.6
i.e 2.3 + 3*x/5 = 14.6
3*x/5 = 12.3
x = 4.1*5
x = 20.5
