So 80 total
1/4 gave speeches or 20 gave speeches
80-20=60
today 2/5 of 60 gave speeches

2/5 of 5=60 is the same as
2/5 times 60=120/5=24 who gave speeches

60-24=36

36 haven't give their speeches
