Your problem here is incomplete. Luckily, I found a similar problem with Lewis structures of choices to choose the answer from (shown in the attached picture). We know that the bond of water is H-O-H. According to octet rule, oxygen must have 8 electrons surrounding it. The two bonds with H accounts for 4. So, the other 4 occur as non-bonding electrons. The partial negative charge goes to oxygen because it is more electronegative than hydrogen. <em>Therefore, the answer is B.</em>
