...because velocity is a vector quantity, which means that it includes both the magnitude and the direction of motion. 

The speedometer only measures the speed of the car and not its velocity. Speed is a scalar quantity, which means that it only indicates magnitude and not direction of the motion. Thus, the speedometer only shows the distance covered by the car with time (speed), but it does not indicate if the car is moving forward, backward, left or right.

A ball falling through the air has a mass, a density, a volume...it is facing air resistance and is being acted on by gravity...it is accelerating and gaining velocity...and it is increasing in kinetic energy.
I suppose out of all those the biggest thing the ball has in this case is ENERGY. There are two main types to focus on...

Kinetic Energy - The further the ball fall the more KE it has...until terminal velocity is reach, then KE would become constant. 
Potential Energy - Conversely to that of KE, the further the ball falls the less PE it will have. 

<em>Heat/Thermal Energy is technically also present due to the friction from the air resistance, but the transfer of energy between the air and ball is quite complex and not necessary important for basic physics.  
</em>
The question itself seem kind of vague and open ended, but I could just be viewing it the wrong way.

here we can see that gravitational potential energy inversely varies with the distance

so here when distance from the sun is minimum then magnitude of gravitational potential energy is maximum while since it is given with negative sign so its overall value is minimum at that position

So gravitational potential energy is minimum at the nearest point and maximum at the farthest point

PART b)

Since we know that sum of kinetic energy and potential energy is constant here

so the points of minimum potential energy is the point where kinetic energy is maximum which means speed is maximum

So here speed is maximum at the nearest point

Part C)

since gravitational potential energy inversely varies with distance so it's graph will be like hyperbolic graph with distance
