From given statement,

1 hour = 60 minutes

4 hours = 4 x 60 = 240 minutes

Time taken to dial the number = 3 seconds

Use the following conversion factor

1 \text{ second } = \frac{1}{60} \text{ minute }

3 \text{ second } = 3 \times \frac{1}{60} \text{ minute } = 0.05 \text{ minute }
