Conditions to determine more contributing resonating structures are as follows:

1. Smaller formal charges are always preferred over the larger one.  

2. The point charges must be fewer for more contributing resonating structure.  

3. A more negative formal charge must always be located on the most electronegative atom.

There is no resonance in {\text{HCN}}, {\text{C}}{{\text{H}}_2}{\text{C}}{{\text{l}}_2}, {\text{O}}{{\text{F}}_2}, {\text{NH}}_4^ +. so these molecules can be easily explained by a single Lewis structure.

Carbonate \left( {{\text{CO}}_3^{2 - }} \right) is represented by three resonating structure so it cannot be adequately described by a single Lewis structure.

{{\text{O}}_3} is represented by two resonating structures so it cannot be adequately described by a single Lewis structure.
