Johnson's plan was loosley similar to Lincoln's original plan needing 10% of all  voters to pledge allegiance to the Union. But Johnson stated no former leaders or officeholders of the Confederacy, or Confederates with more than 20,000 in taxable property could hold office or vote. However, he had to power to return these rights to some, and he used this power often resulting in many Confederate leaders back in office months later. 8 months later, all 11 states were back in the Union with new/ revised constitutions, none of which extended voting rights to African Americans.
