Explanation:

Conductors are the substances that allow electric current to easily pass through it. On the other hand, insulators are the substances that does not allow the flow of electric current easily.

For example, a copper metal plate is a good conductor of electricity and a  glass is an insulator.

So, when a glass is placed in contact with a copper metal plate then electric current can flow from copper plate to the glass.

Hence, we can conclude that description which correctly describes a way of electrical transfer is that electrons are transferred between a conductor and insulator by means of contact.

As it stands, none of the choices is correct.

I have a hunch that you copied either #3 or #4 incorrectly.

One of those ... either choice-3 or choice-4 ... is supposed to say "<u><em>Conductors</em></u> allow electrons to flow through an object by conduction".  that would be the correct choice.
