A major goal of the Privacy Rule is to assure that individuals’ health information is felicitously bulwark-ed while sanctioning the flow of health information needed to provide and promote high-quality health care and to forfend the public's health and salubrity. The Rule strikes a balance that sanctions consequential utilizations of information while bulwarking the privacy of people who seek care and rejuvenating.
