Usually not considered to be a stakeholder of an organization are the customers. Because they do not support the organization they only avail the products and services it gives. A stakeholder is someone or groups who supports the organization that cease to exist.
I think a lot of individual factors affect a person's ethical behavior at work, such as knowledge, values, personal goals, morals and personality. The more information that you have about a subject, the better chance you will make an informed, ethical decision.
