Answer:

Yes, mutations can cause all sorts of genetic disorders.  For example, say a pregnant mother is out in the sun for too long.  Her offspring could be affected, and his offspring and so on.  Genetic disorders are incredibly hard to prevent, and today, we are only at the very beginning of studying genetic engineering.  (This might be a bit too detailed, I'm really interested in studying genetic engineering)
