You divide the amount the ant can carry by its weight to see how many time its own body weight it is carrying.  
(1.5x10^-1g)/(3x10^-3g)=5.0x10^1
=50 times their own body weight

(3x10^-3g)x50=0.15g (which 1.5x10^-1g)
