The major source of cloud development is the water vapours from the surface of huge reservoirs like lakes. Vapours do not form when the water is cold. Water evaporates only when the surfave of the water is hot. And the vapours go into the atmosphere and condense to form clouds. Without vapours,there will be no clouds.
