8.5x + 9x = y

That is because you don't know how many hours they worked, so you can't how much money they made.  

If you plugged in 4 hours for the x's you'll do something like this:

8.5 (4) + 9 (4) = y

34 + 36 = y

70 = y

That is how you would do it if you have the number of hours they worked.
