The two expressions are equal because in the second expression all they did was move the decimal over one place to make it so both numbers had the same exponent value. 
Part B: 
The second expression takes less steps to solve because you can simply subtract the two numbers. 
0.14-2.83 = -2.69

Part 1:

Let's pick 30 as a number larger than 25. 30 can be written as 40 - 10

So we can use:

(40 -10)^2=40^2-2\,(40)\,(10)+ 10^2=1600-800+100=900

to calculate its square.

Part 2:

let's choose a=9 and b=10 so we use:

9^3+10^3=(9 + 10)\,(9^2-(9)\,(10)+10^2)=(19)\,(81-(90)+100)=19\,(81-180+100)=19\,*\,91=1729
