y=mx+b

m=slope
b=y-intercept

2x+3y=6
3y=-2x+6
y=-2/3 x+6/3
y=-2/3 x+2

Answer: the line in slope-intercept form would be:
y=-2/3 x+2

I find the problem statement a little confusing because

using k = 1/6 would result in stretching, not shrinking.

Therefore my guess is that the author means k = 6.

The reason is that r looks like a mirror image of h,

where the mirror is the x-axis
