Given:

Distance = 119 km

Speed 1 = 70 km/h

Speed 2 = 85 km/h

Time = Distance / Speed

For the time taken at the first speed

         = 1.7 hours

For the time taken at the second speed

Time = 119/85

        = 1.4 hours

∴ 1.7 hours - 1.4 hours

= 0.3 hours sooner
