n= 4 and l can have value 0 to (n-1) i.e. 0, 1 , 2 and 3.

m_l can have values from -l to +l. For l= 0 , m_l can have value of 0 only. Thus is not allowed.

c)  n= 3 , l= -2, m_l=-2 , m_s=+\frac{1}{2}

n= 3 and l can have value 0 to (n-1) i.e. 0, 1 and 2.  Thus is not allowed.

d)  n= 5, l= 4, m_l=4 , m_s=+\frac{1}{2}

n= 5 and l can have value 0 to (n-1) i.e. 0, 1 , 2 ,3 and 4

m_l can have values from -l to +l. For l= 4 , m_l can have value of -4, -3, -2 , -1, 0 , +1, +2, +3 and +4. Thus is allowed.

Let's plug everything in now!

Simplified:

Cross-multiply:

This is an ideal gas problem. The gas inside the balloon is considered ideal. Ideal gas equation is a function pressure, temperature, amount and volume. Note: amount is constant since the balloon ins closed. Pressure is maintained constant since the walls are flexible. Ideal gas equation is: PV=nRT. Put all constant in one side and variables in one. 

P/nR=T/V. To find the answer to the question equate the constants of both situation 
T1/V1=T2/V2
