The answer is C. 4/-6. Fraction laws say that it doesn't matter if the negative sign is in front of the numerator or denominator to make it negative. Answer choices A and B switch the numerator and denominator, making them different fractions, and answer choice D takes away the negative sign, making it worth a different value.
