So,

1 m² will be covered by \frac{1}{1.9} l of paint

98.8 m² will be covered by  \frac{98.8}{1.9} l of paint

= 52 l

Now,

1 l of paint cost = \frac{16.99}{5}

52 l of paint cost =  \frac{16.99X52}{5} = 176.696
