Because you move the decimal over to the right two times and get 70 add a percent to the end and get 70%.       _ 
But since it is repeating it would be 77%

So if you are rounding it to the nearest number, to ones, then the answer is C. But if you are rounding to the tens then it would be D.

I personally would put C because you want the "nearest percent".
