36 is 2 times 18, so it needs 2 times as many licks as 18 lollipops.

I assume the last line is 5 lollipops.

If 1 lollipop takes 18 licks, then 5 lollipops take 5 * 18 licks.

I think its a unit rate problem but im not sure.
if it is a unit rate problem then it must be 18 to 1 or 18:1
