The king of England transferred his immediate sovereignty over the New World colonies to corporations and owners but this did not mean that settlers in the United States were necessarily free from external control. The colonies considered themselves primarily as communities or states, which although they were located in a new continent, and which were governed by the laws of England, and only had a flexible association with the London authorities. One way or another, the exclusive rule of the exterior faded.

Although they were left to their own fate, there was no democratic system because the control of the colonies was under the King's domain and this was still a monarchic government.
