Answer: Because Georgia was a Debtor Relief state where they were forced to pay back debt they owed to the King of Great Britain. It was the best place for them to go because they mainly focused on agriculture and international trade was becoming an important factor in the world.
In my opinion i think its B, which leads to Check & Balances between the 3 Branches, Executive, Legislative, & Judicial. & it's creation to those 3 Branches as well.
