The legislative group play a part in the Gag Rule because they are the ones that consider whether a topic can be discussed or not. The Gag Rule is a rule that limits or forbids the raising, consideration or discussion of a particular topic by member of a legislative or decision- making body. Such rules or topics are criticized because they abridge freedom of speech. But certain cases are accepted if the potentially divisive controversies of debate. The Gag Rule was enacted in 1835.The Gag Rule would be a spoken document otherwise known as a manifesto. This kind of spoken declaration makes a difference by, the groups could make decisions and debate about what’s right or not between one another quickly than in other words being written down.
