basically

(25.67)* .035 -----> To get .035, you will need to move the decimal to the left twice to make it into a decimal to get the percentage of the total amount.

So the total of that amount would be

89 cents ( ignore numbers after 9 because your just looking at the 2 first number after you did your equation).

Then you add the total amount ( The amount for the meal) + The TAX

So you will get 25.67 + 89 = 26.56
