The city government are saddled with the responsibility of making sure that the administrative part of the city is managed efficiently and the provision of good policies so as you improve the city.

There are various forms of city government and they are mainly divided into three forms. They are; the Mayor-Council, the city manager or the council-Manager and the commission.

The main two major forms I will be comparing are contrasting with each other are; Mayor-Council and the council-Manager form of city Government.

(1). The Mayor-Council form of city Government has been in existence before the council-Manager form of city Government.

Incorporation simply means that one form of government is trying to use the another feature of another form of government to create an hybrid form of city government containing features of the two or three form of city Government.

The main reason behind incorporation is because of the changes in the socio-economy. Also, the way politics is practice is changing. For instance, in Mayor-Council form of government, incorporation is now been done to limit the power of the Mayor.

a) A city government is responsive to and for the well being of its citizens. The two major forms of city government are; the mayor-council form and the council-manager form.

The mayor council form of government is a system of local government that is close to citizens. The mayor is elected as the council chairman to perform the parliamentary functions. He is a government official to ensures the smooth running of daily activities of his jurisdiction.

A council-manager government is also a local government in which an elected city council is in charge of its legislative body and appoints a city manager. The appointed manager has the city department under her leadership.

b) Incorporation is a process in which two or more entities merges to form more solid and larger corporation. This annuls sole proprietorship in the corporation. It is a legal process and offers many benefits to the entities involved.

Incorporation can occur when there is a need to limit the liability of the owners. Shareholders could be solicited for to purchase a percentage of ownership of the corporation.
