There are 7 white marbles out of 14 marbles total. As fraction it is \frac{7}{14} which simplifies to \frac{1}{2}. This is 0.5 or 50%.

There are 3 blue marbles out of 14 marbles total.  As fraction it is \frac{3}{14} which can't simplify. Divide 3 by 14 to get the decimal which is about 0.2143. Move the decimal 2 spaces down (basically dividing it by 100) to get 21.43%.
