Since 1.38 is more than one, we can take the 1 off to the side and find the fraction for 0.38.
1+0.38
Put 38 over 100 to start, since 0.38 is really "38 hundredths".
1+\frac{38}{100}
You have to reduce 38/100 because it can be simplified.
\frac{38}{100} = \frac{19}{50}\\
1+\frac{19}{50}
Now, this is a mixed number.  This is a correct answer, since 19/50 cannot be simplified further.  However, if you want an improper fraction, you must go one step further and put the 1 back in.
1= \frac{50}{50} \\
\frac{50}{50}+\frac{19}{50}
Add the numerators:
\frac{50}{50} +\frac{19}{50}=\frac{69}{50}
