When President Johnson took office in 1963, about 25% of the population was living in poverty. During his mandate, Johnson introduced the War on Poverty legislation as a way to expand the federal government's role by promoting education and health care, and poverty reduction strategies. Head Start, TRiO, Job Corps and VISTA were some of the programs developed by the government which helped to reduce poverty significantly.
