So you need to get the fraction to a percentage. Divide 100 by 5 to see how much you need to multiply the 4 by. 100/5 is 20. So you times the 4 by 20 to get 80. 80% have a cellphone so simply minus 80 from 100 to get your answer of those who don't. Therefore the answer is 20.
